The US 70 Design-Build Project will upgrade 5.1 miles of US 70 from east of Thurman Road to the Neuse River Bridge in James City, to improve traffic flow, increase access to businesses and services, and enhance economic development in James City.</p><p>As the design-builder, Balfour Beatty will upgrade the existing alignment of US 70 to a controlled-access, divided highway in compliance with interstate standards. The scope of work also includes five at-grade, signalized intersections that will be converted to grade-separated interchanges at SR 1167 (Williams Road), SR 1131 (Airport Road), SR 1124 (Grantham Road), SR 1922 (Taberna Way) and Thurman Road. In addition, two-way access roads on both sides of US 70 will connect existing service roads and maintain access to side streets and abutting properties.</p><p>The project is a design-build upgrade of U.S. 70 to a controlled-access six-lane divided facility, with a 22-foot paved median, from the eastern approach of the Neuse River Bridge to S.R. 1121 (Garner Road); and a four-lane divided facility, with a 46-foot median, from Garner Road to approximately one (1) mile east of S.R. 1116 (Thurman Road). The project will also convert at-grade intersections to grade-separated interchanges at the U.S. 70 intersections with S.R. 1167 (Williams Road), S.R. 1131 (Airport Road), S.R. 1124 (Grantham Road), S.R. 1922 (Taberna Way) and Thurman Road; and access roads on both sides of U.S. 70 to connect existing service roads and maintain access to side streets and abutting properties. </p><p>The project is broken up into three segments. Reduced conflict interchanges will serve to improve traffic patterns during construction while maximizing work areas for the placement of lightweight cellular concrete fill. This project will be the largest deployment of cellular concrete fill in NCDOT history; serving to reduce impacts on the community, reduce schedule durations and minimize risk associated with inclement weather and trucking shortages.</p><p>Balfour Beatty will self-perform structural and roadway work, including the Intelligent Transportation System (ITS).<br></p>" />
